Add Support for @Mentions and Email Notifications on Comments

A customer reported that when someone leaves a comment on a test case within a test run, other team members are not notified unless told directly.
Requested Feature:

Ability to @mention users (e.g., @username) in comments within test cases, runs, and other applicable entities.

Send email notifications (and/or in-app notifications) to users who are mentioned.
-
Optional setting to enable/disable such notifications per user or project.
