Extend Role & Policy System to Control UI Features

We’re expanding the role and policy system to let admins control UI elements based on roles.
Possible changes:
- Hide certain settings and menu items based on user roles.
- Remove chat options to avoid confusion.
- Disable unnecessary walkthrough checklists for certain users.
